These days, far too often, well thought strategies are mixed up with or mistaken for emotions : fear, anger, shame and whatever one chooses to perceive.
As you write :

But to the imperial eye, this is strategy. Perception as a weapon. Posture as propaganda. A tyrant learns early how to cry “peace” when the smoke is too thick to see who started the fire."
